Kyurem-B doesn't suck, people just don't use him right. Most steels have solid counters in magnezone and dugtrio, so unless you have multiple steels it is excessively difficult to stop the rampage bar prankster wil-o-wisp

And Kyurem has the bulk to take almost any priority move that isn't scizor's bullet punch.
