Not really? I mean, yes, at its core, Pokemon is still the same game now as it was back in R/G/B. But then what game really changes what it is at its core in every iteration?
Pokemon has at least changed most of the mechanics since the early days. I think just about everything has been tweaked to be "better" in some way. Stats, Moves, and Items have all received major overhauls over the years. Also, Pokemon has had (almost) 7 (I'm being generous here and counting B2/W2 as gen 5.5 here) major releases in the last 15 years, plus 3rd versions and side games.
Call of Duty on the other hand doesn't really change between each iteration. I asked my younger brothers what the difference between BLOPS II and MW3 was and they told me it was practically nothing: weapon reskins, and some kill streak rewards renamed. Call of Duty has had 9 major releases in the last 9 years.
