Just kidding. They weren't gems. All four of those other evil teams have sucked ass. Johto introduced enough characters to build Team Rocket into something more than Jessie, James, and Meowth and make it interesting and a real threat, and then they just dumped it.
They built Team Rocket up to shine and they just dumped it.
