I'm playing Crystal right now and the only quotes I can find are these:
"In the distant past, this tower burned in a fire. Three nameless Pokémon perished in it. A rainbow-colored Pokémon descended from the sky and resurrected them."
"When the Brass Tower burned down, three nameless Pokémon were said to have perished. It was tragic. However... A rainbow-colored Pokémon... In other words... Ho-Oh descended from the sky and gave new life to the Pokémon. They are... Suicune, Entei, and Raikou. That is what they say."
So they're absolutely not Vaporeon, Jolteon, or Flareon, but we still don't know if they were originally Raikou, Entei, and Suicune or completely different Pokémon (nameless refers to them pre-death, if their current names were only given post-revival, it still holds true).
