Tyranitar's typing completely destroys any defensive capabilities (at least, if it weren't for sand boosting his special defense by 50% and removing rain) he has, seeing as it's weak to the most used move in the metagame, the most prominent attacking type in the metagame, the type supported by the most common weather, and Scizor's Technician Bullet Punch. Add in some grass and bug weaknesses, and you'll see how terrible he is defensively without sand.
For offensive, he has a great base 134 attack, but a terrible base 61 speed, so everything walks all over it. Tyranitar is terrible for OU, however he would do good in UU or maybe RU.
