It could work with simulators, but actual in-game, no. Forcing people to play at certain times of the day would not go over well.

consider that different styles of arenas in the anime are rigged for the gym leader's style of play.

a time and environment based arena in rated play would encourage people to use more than one team.

for example an ocean type arena would encourage the use of water types.

Consider this. Even when its sunny in the pokemon world the weather in battle is still neutral, its only sunny if there's some sort of drought.

What if it was sunny from 11:30 am to 12:30 pm, and night regarding the same circumstances but switched. Multiplayer will take place in the pokemon center arena where time of day is irrelevant and you'll need to use a move or ability to make it night.

Weather is already here. It's too late. In Pokemon, if you can't beat 'em, join 'em. What we need to stop weather being so all-encompassing IS more weather. Make a weather that covers every type. Make Air Lock more common. Make Rapid Spin a stronger and more common move and make an ability that removes entry hazards instantly. We have to move forward, not ignore what got us this far.
