That's because Blaziken is one of those Pokemon from an early enough time where not all the early art of it was quality or still exists today, and there hasn't been a remake since to push for a new big wave of fanart so it just gets slow trickles. It is impressive it has as much as it does.

Also, you are forgetting Gen 3 was the first generation where a significant number of fans began to reach puberty, as well as the internet getting on it's feat and Gardevoir showing up. Gen 3 is still least popular in general though, since most of the Pokemon seem to be deemed "unfappable" or something? You like any Gen 3 Pokemon? Because I'm not a Pokephile so I don't get these things.

You're wrong there. Stuff like Absol, Gardevoir obviously, and Zangoose are some of the most popular things.

I think in the case of Mismagius and Froslass we're being perverts rather than they were fan service. For example Froslass is based off a Yuki-Onna which is a pretty dangerous spirit. It is also a floating head with no body to speak of, says so right in its D/P PokeDex entry.

Not even that. It is quite possible that Mismagius and Froslass were like Gardevoir before them merely supposed to be a push for feminine Pokemon for female players. That's probably exactly what they're meant for. Dawn, especially in the anime was mindnumbing shoehorned in as a young feminine female selfinsert for girls watching the anime.
