If a Pokemon gets like a really good move, but it's available only as a shiny, otherwise the pokemon is always going to be useless, that would be terrible.

Imagine having your favorite pokemon get a huge buff thanks to a shiny move, you have approximately 1 in 8000 chance of being able to use your favorite pokemon ever.

You can hack Pokemon to look perfectly legit for tournaments. A good hacked Pokemon won't be differentiated from a legit one by a computer.

You can't legitimately force luck.

But you can hack masuda method and two 31-across the board IV Pokemon with the right natures and moves, and the baby will be legit.
