Stealth Rocks is a harder case to argue for not being overcentralizing. Rocks alone don't sweep teams. Rocks do have an impact when it comes to sweeping teams, but alone they cannot.
As to countering them, there's only one usable move, Rapid Spin, which is stopped by any ghost type. and only like 4 good pokes get it.
On to my next point, Charizard. Someone always complains about Charizard in this kind of thread.
Charizard is not in NU just because of Stealth Rocks. There are stealth rocks in NU too. It's in NU because its movepool isn't great, and its stat spread is pretty awful. It just isn't strong enough to do any major damage to UU/OU pokes.
However, if it gets in the sun, and if it has Solar Power, Charizard is a fucking rape machine. The only problem is that it is outclassed so heavily by Volcorona and Venusaur that it will never be used enough to become OU.
Volcorona isn't crippled if sun isn't up, and it can still sweep in rain.

Tiers are based on usage, not random banning
Genesect was overcentralizing, which is why it was banned (same for Excadrill and Blaziken)
Rocks aren't completely broken
