We already know that Red is worse than Ethan/Kris/Lyra from being beaten by them at the end of G/S/C/HG/SS. Red can be beaten by Nate/Rosa in the Pokemon World Tournament, too, so he should be worse than them.

And in this pic, Norman basically says Nate/Rosa is better than Brendan/May.

So so far, we know
Red and Brendan/May < Ethan/Kris/Lyra and Nate/Rosa
