It's not that he's mute or 2edgy2talk, he just doesn't have an own personality at all; same happens to every playable character of the main games, limited to just answer YES or NO.
Ok, in GSC and HG/SS he shows as an npc and when you meet him at Mt. Silver he just says "...". That's because gf doesn't know what kind of personality could give to Red; many RGY players thought of him as a badass mofo, a timid beta or a completely plain character, so the reason why he remains mute even in BW2 PWT is because the player somehow can add a quote of his preference to him. Since Red is a npc who was playable before, you can say it's your previous self vs your current self.
on topic: About Ash, I liked Kanto Ash better, not as a trainer because he was shit, but as a character himself, cocky, overconfident and with so much to learn, now in BW he's just an idiot.
