Why did they screw up so bad on sneasel in gen 2? Also, are there any other similar examples of this in pokemon?

The Gold/Silver sprites are bad. Just look at all of them compared to Crystal.

At least they didn't forget anything else than colours. Raikou is missing its mask, not to mention Suicune's crystal thingy being the same colour as its mane.

Gold/Silver still had to be compatible with old 4-color Gameboys, maybe it has something to do with it.

This is the most reasonable explanation I've heard. The colors went in clumps back then, right? They probably couldn't get that dark purple with the pink and keep it compatible.

Check out Raikou. It had this really weird face that looks totally different. That, and the whites in Octillery eyes were reddish, making it look like it's stoned.
