Ice is such a shitty type. Sure, offensively it's great, but if your Pokemon is unfortunate enough to have the Ice-typing, you're fucked.
Weaknesses: Rock, Fighting, Steel, Fire
Resistances: Ice
That's right, it only resists itself. How can we fix this?

Maybe making Ice resistance to Normal. Wouldn't help that much, but it makes sense. Ice isn't very soft. That and water, since Ice is frozen water, therefore a resistance.

There are type relationships that make less sense. You can also fudge it the other way and say water cools and freezes when it gets close to ice.

Anything can break ice. A tree can break ice. Ice does FAR FAR more damage to rock. I will give you steel cutting through ice but rock makes no sense.

Rocks shatter ice. So this should be a weakness that ice types should live with.

In fact, ice shatters relatively easily, so it should have no resistances other than itself. However, a blast of cold air also kills relatively easily. This explains why so much is weak to it.

Honestly, I think it should stay the way it is. If they want to make Ice seem more 'balanced' they should stop making Pokes with defensive stats having ice types.

Grass type is very easy to beat in todays meta thanks to easy to hit weaknesses. Dragons are over-rated. A lot of the better dragon types are usually dual types, which removes some resistance the dragon typing provides and opens some weaknesses. (Most are 4x weak to ice)

A lot of 'pure' dragon type Pokemon also aren't that amazing stat wise or have poor move pools to make up for it. Isn't that right Druddigon?

I'm pretty sure when they designed Dragon types they were not thinking of balance at all. My guess is that the original concept dragon type was supposed to be some very rare type in first gen that only one of the final bosses (Lance) would have multiples of, challenging the player further in the end game.

Unfortunately they didn't consider anything competitive about their games then and still haven't really fixed the balance issue with the type to this day.

Is there a way to hack the type change into a game?

Just hack it into 5th or 4th gen game. Leave everything else about the the game the same. Then send the rom to a small group of players and have them test it. Let them play for about a month and ask if if the type change helped balance, broke the balance more, or did nothing noticeable. Ask for players to use both ice and dragon types regularly.

Make them resist Ground and Dragon. It's not much but, Ground types (just Earthquake really) and Dragon types are the top offensive types in the game. It makes Ice more viable.

No, this isn't gen 1 anymore. I say Ice types resist Ground and Dragon. Additionally I say give Poison types one more defensive boosts and resist Dragon and make Steel super effective against Dragons.

Funny thing is that' scientifically speaking, ice is a rock.
Ice meets the criteria that defined a mineral. Ice is a solid, it has a crystalline structure, it has a definite chemical formula, it is naturally occuring, and is inorganic. Ice is recognized as a mineral by the International Mineralogy. And as we all know, all minerals are rocks.

I think Grass could use some better offense movepools. but Ice needs to resist Grass. This is non-negotiable. Only certain plants, like abomasnow, can survive in frigid environments.

It needs a SE versus Normal and/or fighting, and Water. Tentacruel isn't terribly nerfed, every other bulky water is actually afraid of Poison and not just the status, Ludicolo ... Good bye usage.

Ice should stay neutral to both.

All light passes through=clear/transparent. You see an image of the other side of the object because the reflected light from behind the object passes through it.

So, it's impossible for an object to be clear and white. Light is either reflected or passes through, not both. Glaciers and arctic ice is "white" because it's covered in snow.
