Assuming they have to hold an item to maintain the form, they become useless. Assuming you can change them with a multi-use item or a specific location, I would still say eh. The core concept is good, but how you'd manage movesets is an issue, abd don't even start with EVs and appropriate Natures.

Depends entirely on how the forms are activated.
If it's an attack like Meloetta, then it could be great.
If it's a held item then it sucks unless the items have secondary effects.
If it's something outside of combat like Rotom, it makes no difference at all.

Despite how different Eeveelutions have different spreads of stats and thus require different EVs to be maximally effective, as well as probably different Natures. Movesets just sound like a clusterfuck to me. I think Eevee would be way less viable with this change, no matter how it changed form.

I don't know what the obsession with formes has been recently. We didn't really have any besides Unown until gen III, and then they exploded, particularly with legendaries.
Considering they don't count as different Pokemon and therefore don't go towards the Pokedex count, you'd think they wouldn't want to make so many.

So you'd transform your Eevee into one of these formes, and then so your EVs and moveset don't get messed up you'd proceed to... leave it in that forme permanently? In that case why not make it an evolution? Isn't that just simpler all around?
