Gym leaders are considered the top trainers in the Pokemon Realm, each region having eight top trainers, going from the weakest to the strongest. Unfortunately, it depends on your starting town, and many hitch hikers have found that if you start elsewhere in the region than a specific town you will find yourself outmatched. This line of battle is commonly known as 'Sorting Algorithm of Pokemon Battles', and many use it as proof to show the gyms are all predisposed to one person. Many blame this on lazy programmers.
