The woman is indeed Mewtwo's voice actress. Her name is Reiko Takashima.

Wow, I was so happy! I mean, it's -the- Mewtwo, you know!? It's not like I've got a lot of anime voiceover experience, but I actually really wanted to do this. I've received so much guidance and requests from everybody. I wanted to expand my potential, and was so into this.
I really do need to give it my bests since Mewtwo's just that great a Pokemon.
When I think of how excited the children will be to see the movie, I feel pressured to meet all of their expectations. But I want to really pull out all of Mewtwo's various potentials.

Male children are often VA'd by adult women.

Majin Muu is clearly some sort of kid-buu-esque state of higher power creating a younger entity. Giving it a young man's (adult woman's) voice is perfectly sensible.

Concerning Mewtwo's appearance since the first movie

Since Mewtwo appeared in the first movie, he/she/it has been a Pokemon that the entire staff loves, me included.
Mewtwo has this image of watching over all other pokemon from one step above, right?
And so, with this movie, we advanced our work with the desire to make a new image for Mewtwo.

About Mewtwo played by Takashima-san

Yuyama
Today is just an advance notice, but she's done so many things in such a short amount of time.
I've heard a lot of different voices for Mewtwo, but I'm quite looking forward to the dubbing work for this film.
