Only 3 legendaries break 700, and there is one below 500 (Phione, if you consider her a legendary). Given that Arceus and Phione are anomalies, most legendaries camp out at an average of low 600s. Considering that the two legendaries I proposed rather poor types, giving them better than average stats is a given, as seen by Kyurem.
