Meganium's strongest attacks come at or after E4, and has to use Razor Leaf, Body Slam, Mud Slap, Rock Smash and Iron Tail for most of the game.
Feraligatr gets Water Gun and Bite fairly early on, but they come off his middling SpAtk stat. He also gets Slash around the time he hits his final stage which is a great boon. If Ice Punch was physical, it would be a lot more useful in his hands, although it still isn't bad, it's nothing spectacular. Once again, EQ/Iron Tail can round off the set.
Typhlosion can run ThunderPunch and Fire Punch as early as Goldenrod...too bad Quilava can't. until level 36, you're stuck with Ember->Flame Wheel, Quick Attack, Dig, Headbutt, Rollout and Rock Smash. Once Quilava evolves, you can start working with his monstrous base 109 SpAtk and 100 Spe. Thunder and Fire Punches until you can replace Fire Punch with Flamethrower. Return, Earthquake and Iron Tail can all round out the set for a decent mixed attacker.
>Gen IV:
The nanosecond you enter Goldenrod, Quilava learns Flamethrower. This will carry you up until after you finish the game. Once Quilava evolves, you can give him Focus Blast and Solar Beam to be a special attacker, or Shadow Claw/Return to be a mixed attacker - his really good physical attacks require access to Victory Road and beyond.
Feraligatr loved the Phys/Special split. Ice Fang, Crunch, Slash, Waterfall, and Swords Dance to boost them.
Meganium is still shit. Barely stronger than Feraligatr's special attacks. Somehow still weaker than Typhlosion's physical attacks. Learns Body Slam much later. Only real difference is the addition of Magical Leaf (a whole FIVE Base Power increase!) and Petal Dance (Oh, BOY! Being locked into a move that does less than 25% damage for THREE WHOLE TURNS!)
Gen II? Feraligatr is a constant solid choice. Typhlosion is a powerhouse at his final form.
Gen IV? Typhlosion's still really good, especially with the early Flamethrower, but the lack of T-Punch is very noticable. Gatr #1.
