Good luck getting flinched to death. It can also run Flamethrower and Aura Sphere for coverage, and at +1 on every stat not many pokes would be able to counter it.
And that's just TOGEKISS. Pokes like Yanmega would rise their usage a lot as well. Maybe Magcargo would raise a tier.
