I like the art for the first 2 gen games. Don't get me wrong, I like the new pokemon designs but the art just feels bland with the solid coloring. I like the water coloring because it feels more detailed.
Did they change artists? I think there is still some cards in the TCG that uses this style. Its not just pokemon too, I feel the same thing with other franchises.
