So I'm playing through Emerald for the first time for years. I'm at the Elite 4 and I'm having trouble who to give my Ice Beam to.
Milotic or Swampert? Milotic has a higher Sp.A but I don't want a RestTalk setup with two moves with a relatively low PP.

Milotic
- Surf
- Rest
- Sleep Talk
- Hydro Pump/filler Sp. A

Swampert
- Take Down/Toxic
- Muddy Water
- Earthquake
- Water Gun (yes, I know)

You wil only need to use Ice Beam on Pirate Dragon, so go for Milotic, sje has a higher SDef so she can better deal with the dragons

Thanks, that's what I was thinking. Not sure what to teac Swampert but I might replace him anyway.

Well, both of them have two water moves which is kind of redundant. Teach them both something new, one ice beam and one something else. If you worry about pp then use some PP ups or something. Or just carry ethers and use them between fights.

Yeah, I've been holding Water Gu and Hydro Pump as fillers. Still looking for a new move for Swampert but once I use all my PP ups I think Milotic would be fine. Thanks.

Milotic. It has better Sp Atk, so it can KO faster than Swampert can with Ice Beam. Surf is more reliable, so just get rid of Hydro Pump.
