Maybe in practice it can work, but on paper it looks quite weak.
First or all, Ferrothorn doesn't need Stealth Rock, as Heatran is quite good at setting them already. Leech seed is much more useful.
Now, regardless on which Heatran set you're running, Flash Fire is a much better ability. Offensively, it boosts the power of your fire type moves (I'd recomend Flamethrower, btw. You'll get screwed up by accuracy). Deffensively, it gives you an inmunity to Fire, which helps a hell lot switching into and getting past pokes like Volcarona and Venusaur, and setting up on then.
Also, I wouldn't run Dual Screens on Espeon, your team lacks in offense and wont make up with defense.
I'd run a set like Psychic - HP Fighting - Shadow Ball/Substitute - Substitute/Baton Pass. Baton passing a Substitute can be helpful, and Baton Pass in general is a useful move for Espeon, as it helps easing prediction.
