what does height have anything to do with being roared away?
It should be pokemon with intimidate that are not effected by roar, or there should be a intimidation index for all pokemon

Whirlwind becomes useless on the huge amounts of light bird Pokemon that learn it, Hariyama and Snorlax become the best phazers.

Most of the Pokemon who learn Roar are already tall, so I can't imagine that would change much.

Having an intimidation index would be silly. Pokemon with intimidate would be immune, while the size difference between two pokemon would change its chance of effectiveness, similar to how grass knot's damage is determined.

An index would be going overboard, but I've always been bugged by the fact that Intimidate works even if the target shouldn't be intimidated. Maybe Pokémon A's intimidate fails against Pokémon B's if B's highest attacking stat is more than twice that of A's?

The only pokemon with an immunity to Intimidate should be those with abilities that nullify stat changes, or those with Pressure. Every other pokemon should be a % chance based on size difference.
