Mewtwo holds that title since he kinda killed people in his movie.
Also the whole thing about him being savage and not having a loving heart in almost every Pokedex entry.

Edgy really isn't such a bad thing in moderation, and Darkrai is one of the truly dark pokemon.
Most other Dark types just like to fuck with people, is it really so bad that one is legitimately evil?

That's subjective as fuck. Even though Darkrai's design screams of "edgy" and dark, it doesn't really stop it from still being able to be an aesthetically pleasing desgin. It has a nice color pallet and it's body looks pretty "fluid" in an artistic sense.

So? It's already banned from use in official tournaments, in-game tournament areas, and is in Ubers at Smogon, and is an event-only legendary.

You're telling me this thing isn't an evil ghost but Spiritomb IS?

Plus, the best case against Darkrai being dark/ghost is that it's more misunderstood than nasty, but that's still a case for ghost typing, not dark typing.

Edgy just means controversial in some manner. Honestly, this is a tad fitting for such terminology, but I see no issue with "edginess" unless it is to a superfluous extent. This applies mainly to the franchise's fan base, but not Gamefreak as a whole.
Tl;dr "edginess" rarely is evident in Pokemon, though certainly in its followers.
