Because the laws of "Quantity < Quality" and "The quality of a work is usually proportional to the amount of energy put into it time the quality of the maker" are always true.

It matters not if we're talking Pokémon ROM hacks, web comics or turd polishers (dorodango).

I bet my ass there are more good than bad gen1 hacks, because there are no tools for it, only the good and old ASM/hex editing. However, in gen3, noobs are being spoonfed with tools, so...

Personally, i'd suggest any hack made by Dray (which are: Fire Red Omega, Spirit Gold/Storm Silver, Sacred Gold, Blaze Black/Volt White (1 and 2)
