He doesn't have many set up opportunities (which is why many people ran Air Balloon, further increasing the list of pokemon that can take its attacks)

Other weathers made Excadrill useless if you won the weather war Trick Room teams didn't care about him. Skarm or Gliscor walled him cold. As I said, he does not have many set up opportunities at all, because most pokemon either have a a move that can hit him super effectively, or otherwise cripple him (will-o-wisp, leech seed, spore...). Sure, you can set up on resisted choiced attacks, but it's risky and there aren't many of them anyway.
I'm not even going to comment on Landorus, since due to his much lower speed, it's easier to handle than Drill (Scarfers can outspeed him, for one).
