Which is why they never explain why Pikachu loses to these WEAK Gym leaders when he should be well over level 100. It's because the show isn't catering to a steady audience. Their audience is ever changing as children grow older, they grow out of it, and younger children become interested in it. They don't have to explain why Ash should be a Pokemon master by now, and why Pikachu loses so easily, because (most) of their current audience doesn't know Pikachu and Ash SHOULD be uber bad ass.
