Why does this happen:

Things with different names that do the exact same thing.

Detect/Protect
Work Up/Growth
Recover/Milk Drink/Softboiled/Heal Order/Slack Off
Mold Breaker/Tera Volt/Turbo Blaze
Insomnia/Vital Spirit

To be fair, Milk Drink has the distinction of restoring HP outside of battle.

For the others, I guess it's pure flavor. The Pokémon isn't protecting itself, it's detecting the opponent's movements and dodging; it isn't actively healing itself, it's relaxing without falling asleep; etc.

Also notice that most of the time the "variants" are different types from each other. There's some method to this madness.

If they're support then there's no reason.

having a Hyperbeam of every type isn't so bad because they're at least in different types/run off different stats.

There's some justification in the different types; you brought up Growth/Work Up, and while they both give the same boosts under normal conditions, Growth's boosts are doubled in sunlight.

Detect has only 5 PP, whereas Protect has 10.
Growth has both the attack and special attack boosts double in sun, whereas work up does not.
The many Recover equivalents have to do with distribution and not much else. Synthesis, Morning Sun, Moonlight, and Wish function differently.
Teravolt and Turboblaze exist to have a legendary ability that wasn't fucking Pressure, and not much else. Pretty lazy on Gamefreak's part.
Insomnia and Vital Spirit have to do with distribution. Murkrow, for example, would make more sense with Insomnia than with Vital Spirit.
