Larvitar learns Sandstorm at level 5. Koffing, Grimer, and Trubbish start with Poison Gas. Foongus gets PoisonPowder as an Egg move. Misdrevus gets Curse as an Egg move.

Granted, you need to hack to start the game with any of these, but the same goes for non-Fire/Grass/Water monotype runs or non-starter solo runs, and those are still well-respected as legit challenges.
