I could come up with Pokemon characters and story in my sleep. The real meat of production is the programming and assets. Unless they reused the assets from R/S/E (Not likely) it would still be normal development time. You would essentially have to remake the entire region from the ground up. Now consider that vs. making "sequels" like BW2 in which the entire region is already made. If remakes are easy money, then sequels are by definition easier money. Any argument you could make for the ease of R/S remakes could be applied to BW2 style sequels MORE readily.
