You don't know what sort of function the bows have. It might fly with them, dig with them, wrap things with them, hold things with them, and pretty much anything. And they can be used for offense and defense just fine. What makes you think they can't?
You don't even know what is it based off to be able to tell if it looks like it or not.
And it's not hairless, or all the eeveelutions except for Flareon would be hairless, since they're all drawn like that.
No eeveelutions designs are any different from this. Flareon is just a red eevee with a bit more fur, vaporeon is just a blue eevee with a fish tail, umbreon is just a black eevee that glows in the dark, espeon at least has a bit better of a concept, being based on a mystical being and all, but still just a fork tailed purple eevee, leafeon is just an eevee with leaves stuck to it and glaceon is just another blue eevee with bangs and triangular tail and ears.
If anything, Sylveon is the less lazily design of all of them, since it's the only one that doesn't have an obvious type.
They are all the same, and they are all fine like that.
