OP is mostly right. If it's a current type, it'll likely suffer from poor STAB, no coverage, and poor movepool.
It's best bet is to get the 130 into speed, where it'll at least play useful support.
If that 130 goes into SpDef, it best hope to be a new type. Sp.Def Normals are full, Flying would curse it with its other poor stats and Rock weak, Dragon is outcompeted (Altaria at least gets Roost).
I don't think it'll be 130 HP, Att, SpAtt [doubled up already], or Def.
At the very least, 110 Speed.
Perhaps the big two stats will be Att+Speed, for a new combo.
Still, it's much to early to guess. Not enough info on stats, type, and ability.
