Kyogre's allows him to also use an item, unless of course you're using endure heracross.

Kyogre is stronger and being guts boosted means heracross will only be able to use reversal once unless its paralyzed

That's the only variable. Plus Kyogre is still at full HP.

There's a reason Kyogre is in Ubers and Heracross is in UU
