It resists Electric, Steel and Flying. Pure Electric is not that bad, really. Definitely not the best typing, but there are far worse combos.

there are much worse typings than pure electric
one weakness and 3 resistances isn't that bad
and offensively, stab electric is a great thing to have

He's passable. He's just kind of stuck in limbo because he doesn't really have broad enough coverage or enough speed to be a sweeper and he doesn't have quite enough defense to be a wall or a tank. He occupies this kind of weird middle ground that makes him awkward to fit onto teams.
