Genderless and the ability to breed are mutually exclusive. Magnemite can still breed with Ditto. So can some other genderless pokes. The only thing genderless pokes can't do is breed with others of their kind or even with others in their breeding group. (Magnemite is really Mineral, but can't breed with Geodude, which does have a gender) They can only breed with Ditto. Ditto still cannot breed with itself, though. Other than this, all that matters is what the breeding group is. All legends are in a group that doesn't breed with anything, except for Manaphy or Phione, and even then, all that results is Phione. The other things in this group are "baby" pokemon and Nidorina/Nidoqueen. Some legends have a gender, and I'm pretty sure all those baby pokes do as well. Nido of course is female. This is the way the game is. Gender and breeding are separate things.
