It's been like that though. Back in gen 1 and 2, there were pokemon that had moves that were normally impossible for them to have, or pokemon that were evolved at impossibly low levels. Off the top of my head, I think it was impossible for lance's aerodactyl to know rock slide. And some galactic chick had a purugly at too low of a level
