Fire/Rock is a fine combination... Offensively. Macargo's problem is that he's a defensive Fire-type. Fire doesn't pair well with other types defensively.

Oh well. I've always had a soft spot for defensive fire-types like Torkoal, Camerupt, or Magcargo. Magcargo could definitely use a evolution to become a mini-volcano colossus snail.

Are you implying that Custap Berry Sturdy Skarmory isn't viable?

Air Balloon Heatran temporarily patches up a a major weakness. It forces Fire Blast - EQ - Outrage - Set up move Dragons to be forced into outrage on a steel type or switch. It prevents him from being killed by Dugtrio, as well as helping against Donphan, meaning that sun teams will have a harder time finding a solution to him. Oh, and scarfed EQers can't touch him.

It also prevents him for temporarily taking spike damage.

Also Magic Bounce exists.

Actually the max Attack/speed is used in the Custap Berry set. It's suppose to take a hit while setting rocks, which activates Sturdy, then you set up one layer of spikes, then reap through with Hyper Offense.

So you're using two entirely situational Pokemon (who any reasonable player can see coming a mile away when setting up hazards), and the most useless weather starter available. That's three team spots taken without a workable defensive or offensive core.

The only way your argument would have any validity is if team preview didn't exist. But, just as I don't try sweeping with Garchomp or Mence or whatnot when I know that they have a Mamoswine, I wouldn't set up hazards when I see they have a magic bounce user.

Ironic you should say that. In fact, Baton Pass (which Espeon learns, not Xatu) is the only way a Pokemon can not be hit by pursuit unless they manage to kill the user before the move is executed.
