Nah, gonna be quickbanned to BL. Dragon Dance Haxorus with Lum/Yache berry for ice sharders. He resists common priority too, like azumarill's aqua jet, and outspeeds heracross/darmanitan with scarf after a DD. Also OHKOes errything and KOes registeel and Empoleon with superpower.

Scarf Mienshao makes quick work of it (it is the premier scarfer of the tier, after all), but it will likely go BL. But hey, who knows: UU is filled with very dangerous Pokemon already.

Nah, not really. With UU being fire type: the tier, no reliable recovery, and bad STAB, he might be alright. Still, a good stealth rock setter or late-game sweeper with agility. (I don't think his CB set will work as well due to being forced out a lot by the powerhouses of UU.)

Pokémon that are too powerful for UU and were banned, but aren't good enough to be listed in OU. Most of the time, these are the things that fell to UU and were banned. Chansey, Staraptor, etc.

No, but he's seeing less usage than any other OU Pokemon, and he's sitting on the borderline (less than 3.4 usage = tier drop) practically waiting to drop. He's too strong though, so he'll probably stay in BL with Wobbuffet and Gothitelle.

On the other hand, Tornadus seems to be going into OU soon. He already works well with Hurricane on OU rain teams. Prankster helps too.

For UU, however, this means that they'll lose one of their best rain starters- he has priority Rain Dance AND STAB Hurricane.

Usage is actually a very good way to determine what's strong and what's not. This is competitive pokemon; most people play to win. Ergo, they will choose the strongest. There are some exceptions of course, but that's why there are borderline tiers and Scyther not being in LC. It's the easiest and effective way to determine tiers without because it's based on solid statistics, and not the opinions of people such as yourself.

Also, where should Latias be if not in OU? It's way to strong for UU and there is no reason for it to be banned to Ubers.

OU is just "over-used", if things are used less they aren't "over-used" anymore.

Haxorus could fall to NU and you could still run him in OU if you wanted. The point of the OU "tier" is a threat list; if Haxorus isn't used much, you don't need to be able to deal with him as readily when building a team.

The tier shifts only matter for people playing UU (or below) since it adds a new pokemon to their viable list. But a pokemon dropping a tier never takes him out of the metagame he dropped from.

This isn't a temporary shift though. He's never been the threat everyone thought he would be and he's been dropping in usage for awhile now. He probably won't go UU either. Most likely he'll be sent to BL if anything does happen. And UU pokemon are good enough to see use in in OU, so I don't see your point.
