Blaze Kick is a MUCH better move for it. Good reliable damage, burn chance, boosted crit chance. The ideal move for a slow, semi-bulky physical Fire type.
Try, either through Gen 3 Rage Glitch, or Pokegen/whatever, playing through with a Flare Blitz Flareon and a Blaze Kick Flareon with no items in a normal playthrough.
All games that modify stats for balance and give Flareon Flare Blitz usually also have the sense to give it either 110 or 95 HP.
