It would have a niche but not be meta-changing. Like you referenced, it would be like Ditto's role: some usage in the upper tiers to end a sweep. It'll actually replace Ditto, in my opinion.

Phione lacks the stats to gain any momentum after one revenge kill.

all around 80 base stats aren't unusable.
After stealing a :
Dragon Dance, Phione out speeds and has Ice Beam(for dragons) and Scald (for tyranitar) or HP Electric for Gyarados.
Swords Dance, carrying a Waterfall can be used
Quiver Dance, obviously would put Volcarona to shame

Baton Pass teams would have absolutely nothing to stop it. (unless they also have a Phione)

Ditto can do all that, but Phione can switch in on to the incoming attack (like a Waterfall from Gyrados) and reduce the damage.
Most importantly, she wont be locked in to a move and have the option of sweeping.

Just having her on a team means all the chance for the opponent to set-up are severely limited.

Shot straight up to OU, probably banned by Smogon. (You can switch it in on any attack and get a 50% chance to stop it and probably kill the opponent.)

Dodrio not walled by Rock and Steel types, finally gets an advantage over the Swellow.

Well, not INVENTING anything, but Torkoal gets Contrary, and Kecleon's Color Change gets changed to immediately mimic the type of whoever he swaps in to.

Mawile gets an evolution with less shitty stats. I mean, come on. Those stats are just ridiculously awful.

The only problem with this is that trickroom cannot be removed without another trickroom user. Weather has many people that carry the move and many inducers. Trickroom lasting the entire game is not fun.
