The shitstorm would rage more than 10 turns, easily. A whole lot of new pokémon would be badly designed evolutions of existing pokémon, something for which gen IV got a lot of flack, and a lot more pokémon would suddenly find themselves unusable or in lower tiers due to not getting an evolution.
Four stage lines would completely redefine the current metagame, and every Smogonite would throw a hissy fit.

Four stages with baby Pokemon I wouldn't rage about. Baby Pokemon are barely a stage in themselves, they're for egg moves and cuteness factors, and maybe something about being born as a baby allows Pokemon to unlock potential? I dunno, wouldn't be too bad though
Regular four stage forms, yeah, pretty bad. I don't think they'd just buttfuck a central mechanic like that though, what's next, real time combat?

The only problem I have with 4 stage evolutions is that it's a waste of pokemon. For example, let's say there are 120 now Pokemon. If all of them are 4 stage evolutions, that's only 30 evolution lines, while if they were all 3 stage, there would be 40 different evolution lines. I know it's really unlikely that each evolution line has the max number of evolutions possible, that was just to illustrate the point that I'd rather see more variety in the pokedex over making pokemon more useful with evolutions.
