Here's the thing
A new type would require A LOT of tweaking of current game mechanics. The main example is Hidden Power, and how it uses IVs to calculate its type and power. Throw a new type into the mix, and you have to completely tweak the formula that Hidden Power uses to determine its type and power. This will cause MAJOR problems when it comes to transferring Pokemon over from Gen V, as Pokemon will either have their Hidden Powers completely changed, or their IVs completely changed, and I don't see Game Freak going to such lengths to do all of that, so a new type would mean there won't be any transferring of old Pokemon.

Gen 2 was different, as Gen 2 INTRODUCED Hidden Power. It wasn't an already pre-existing thing. Not to mention the types were explicitly needed to counter Psychic's OPness.

Gen 3 introduced the current IV system, yes. However, we couldn't transfer Pokemon from Gen 1 and 2 to 3 because of this, since the maximum IVs in Gen 1 and 2 was 15, and 31 in Gen 3, not to mention the HP and Sp. Def IVs were separated and were now independent of any other stats. This system has stayed in place since then, and I don't see any indication of Game Freak changing it, in fact, they seem to be trying to get players to understand it and know about it more, see the Ace Trainer in the Battle Subway that judges your IVs.
As much as I want a new type, Fairy or otherwise, it's not happening without a radical change in the IV system or Hidden Power calculating system, and I don't think Game Freak wants to do that.
