There was this thread where we somehow ended up discussing which legendaries should (as in, hypothetically) be cut off the game/legendary roster to make them special again like in Generation I.

In the end, we concluded that the best thing was to put them in tiers depending on their place as legends in the world.

Basically, they are all "legends", but only some of them are truly special.

Just thought to should share it for reference/discussion for whenever the "why are there so many legendaries" thing pops up.
