Timid nature doesn't affect its Special Attack stat. Gardevoir with a neutral nature can at best have 349 in said stat. Your Gardevoir isn't at level 100 yet, but she should have had at least 300 SpA already if you had been EV training (assuming her SpA IV is 0). So no, not decent. Take it to the IV checker, see if it has any stats of value. Depending on answer, either use it for breeding or go catch yourself a new Ralts to train.
