What would you say is the best pokemon overall (in terms of balance, ability, design, concept, etc.)?

I'd have to say Scizor. It has a great design, a clever concept (evolved by trading Scyther with a metal coat), it's typing is good, only two of it's stats are quite high (so it's fairly balanced), it has an excellent ability that it uses very well, it's got a great movepool and it's got an obvious weakness (Fire) so it's not too overpowered.

I'd give second place to Breloom. He only has one outstanding stat (Attack) but his movepool and ability make him do great in battle. He also has a unique design.

In other words, if you had to teach a group of people to design new pokemon, what one or two pokemon would you use as an ideal example?
