So what? People already hold back on evolution to get particular skills, and they can still have normal stats at the final stage and similar stats at early stages. This isn't hard. Say you have a 3 stage mon with a given stat for each stage as follows.

stage 1 - 45 lv. 0
stage 2 - 65 lv. 20
stage 3 - 125 lv. 30

So we need to do a 4 stages? Interpolate that shit.

stage 1 - 45 lv. 0
stage 2 - 55 lv. 10
stage 3 - 95 lv. 20
stage 4 - 125 lv. 30

I think the best way to go would be alternate forms instead of evolution. You know for the favorites they could do the first gen starters, alakazam, machamp. Then in gen 7 give the second gen starters, ampharos, and...., Then in gen 8 do the 4th gen starters, garchomp, luxray. You get the idea

FF8 did. It was annoying as shit, because you could play through the game and still get your shit kicked by an early area slime equivalent. On the other hand you have games like mother 3 where if you get an encounter so low it's a guaranteed win it just tosses you the victory and moves on.

Sure they even out in the end, but the 4 stager has a noticable lead at the same level during the 20 - 30 segment.

You could mix the stats up between stages a bit to give them flavor, or make a partially evolved pokemon have potential benefits or even have two potential "final forms" with different stat distributions or abilities like many Pokemon already do. Or have it so a pokemon forced to not evolve to gain a given skill can'nt evolve anymore.

1st -> 2nd -> 3rd stage thing that GF has been doing since Gen 1.

Likewise with the form Pokemon being those with only 1 or 2 forms.
