Most walls don't invest anything into Attack or Sp. Attack, because they need all the EVs they can get for HP and their defenses. Plus if you're locked into an attack, it means you can't recover, taunt, set up screens, etc. - meaning that any decent sweeper or wallbreaker that resists your attack can come in and either force you out or set up on you with impunity.

I've always thought that a Focus Band is equivalent to a Quick Claw (it has a 10% chance to have a game changing effect). I'm just waiting for the single-use item that lets you move first.
