Be impressive and dedicated and you might have a shot, same as anywhere. unless they only hire Japanese or Japanese speakers or are literally not looking for anyone at all I don't see why you wouldn't have a shot if you're at their level

Isn't James Turner the only non-Japanese employee at Game Freak as well? He designed Pokemon Link/Trosei and Harmoknight too. I wish I could live his life..
