As she is dressed up smart she was probably most likely meant to be British in the original, but this was changed for the English translation because it wouldn't have been noticeable she was using foreign words in he speech if it was all English anyway. Also he Japanese Name is Melissa, which is a name used in the Anglophone world more than anywhere else.
Still as the XY trailer had British places in it like the Edan Project, Holkham Hall and Stratford-Upon-Avon in it then she could fit in there quite well, especially if the reason for Stratford's inclusion in the game is Pokemon Plays I can see a potential contest/play crossover there.
