Recently, IRL, scientists have learned to (or theorized that we can) store electronic information in our DNA and cells. I figure this is how the porygon family manifest themselves in the real world, but the opposite: in their electronic coding is the codes for a physical body and whatnot. When they're in the computer they run on code, but when they manifest in the real world it's through DNA information stored within their electronic coding.
